Russell was born in Victoria to George and Kate Atkins. He was predeceased by his parents and his sisters Irene and Audrey. Russell is survived and greatly missed by his daughter Kirsten Billings, his grandchildren Claire (Errol) Schwake and Walker Billings, his intended ex-wife Jackie Atkins, his 'always' son-in-law Jamie Billings, his sister Bernice Phelps, as well as nieces and nephews.
Russell would've liked to have had 6 of the Vancouver Canucks to be his pallbearers so they could have let him down one more time.
